The surfaces that push homeowners into this question are small and easy to underestimate: a patio cover off the back of a Chula Vista tract house, a detached garage in Normal Heights, a shed roof behind a Vista rental, a porch overhang that’s been leaking into a doorframe for two winters. The pitch is nearly flat, the area is a few hundred square feet, and two product names keep coming up.

What each product actually is

Rolled roofing, sometimes written as roll roofing, is asphalt roofing supplied in a roll rather than in shingle strips. It’s the same material family as an asphalt shingle: a mat saturated and coated with asphalt, usually surfaced with mineral granules. The CSLB’s C-39 Roofing classification names asphaltum, pitch, tar, felt, and glass fabric among the materials a licensed roofer works with, and rolled asphalt products sit squarely in that group. It goes down in wide courses that overlap, and the overlaps are bonded and fastened.

Peel-and-stick, more precisely a self-adhered membrane, is a different construction. It’s a sheet with a factory-applied adhesive backing protected by a release film. It’s engineered to bond to a prepared substrate across its full face, not just at the laps, which is the substantive difference between the two. Self-adhered products span a wide range: some are modified bitumen sheets, some are engineered as underlayment rather than as a finished exposed surface, and some are single-ply.

That last point is the one that trips people up. Not every self-adhered sheet is meant to be the visible, weather-exposed top layer, and using an underlayment product as a finished roof is a common and expensive mistake. Which specific product is rated for exposure, and under what conditions, is answered by that product’s manufacturer data sheet and nowhere else. The name on the aisle label doesn’t settle it.

Lifespan and heat: what we can and can’t tell you

We’re not going to publish a service-life number for either product, and you should be skeptical of any page that does. There’s no government or independent standards source we could verify that publishes a lifespan figure for rolled asphalt roofing or for self-adhered membrane as categories. Manufacturers publish warranty terms for individual products, those terms are conditional on installation method and substrate, and warranty length is not the same thing as service life. Ask for the data sheet and the warranty document for the exact product being proposed.

Heat performance we can speak to, because California publishes it. San Diego is Climate Zone 7 under Title 24, Part 6. For low-sloped roofs, Climate Zone 7 is among the zones where the cool-roof requirement applies, and the thresholds are an aged solar reflectance of at least 0.63 and thermal emittance of at least 0.75, or a Solar Reflectance Index of at least 75. The compliance metric is the aged value, not the value when new. The Cool Roof Rating Council tests products both new and after three years of outdoor weathering to produce those aged numbers, which is why a fresh-out-of-the-roll reflectance figure isn’t the one that counts.

Whether a given patio cover or shed roof triggers Title 24 at all depends on the structure, the scope of work, and how the code defines low-sloped for that assembly. The California Energy Commission maintains the standards and a climate zone lookup. Confirm applicability for your specific project before you buy material, because a product that fails the aged threshold can fail an inspection after it’s installed.

Seams, edges and penetrations are where they diverge

Both products fail at the same three places, but they fail differently, and that’s what should drive the choice.

Seams: rolled roofing relies on the lap. Every course overlaps the one below and the bond at that overlap is doing structural waterproofing work. Self-adhered membrane is bonded across the whole sheet, so a lap failure has less of the roof riding on it, but surface preparation becomes the controlling variable. Adhesion to a dusty, damp, or incompatible substrate is not adhesion.

Edges: on a small structure, the perimeter is a large share of the total area. A 10-by-12 patio cover has more linear feet of edge per square foot of field than a house roof does. Edge metal, drip edge, and the termination detail at a fascia or a wall are where wind gets under a low-slope surface. That detail is a fabricated metal and flashing question, not a product question.

Penetrations: a patio cover with a light fixture, a fan, a post through the deck, or a wall abutment where it ties into the house has interruptions in the field. Every one needs a flashing detail. On very small roofs the tie-in to the main house wall is usually the actual source of the leak that started the project, and no membrane covers a bad wall flashing. Drainage is the fourth variable. San Diego’s normal yearly rainfall is 9.79 inches on NOAA’s 1991-2020 climate normals, concentrated into a handful of events. A nearly flat surface that drains slowly will hold standing water during those events regardless of which product is on it, and standing water finds every weak lap. Where each one tends to belong locally

The right answer shifts across the county. Along the coast, from Oceanside through Encinitas, Del Mar, Ocean Beach and Coronado, salt air is hard on fasteners and edge metal. A mechanically fastened rolled product puts more metal into the exposed assembly. Fully adhered systems reduce that exposure, though they don’t remove the need for perimeter metal.

Inland north county and East County run hotter. Escondido, San Marcos, El Cajon, Santee, Lakeside and Alpine put a low-slope surface through daily thermal cycling that works at every lap and every adhesive bond. Heat is also where the Title 24 aged-reflectance threshold stops being paperwork and starts being comfort, since these are often patio roofs over spaces people actually sit under.

Fire designation is the constraint that overrides preference. California Building Code Chapter 7A requires a fire-retardant covering of at least Class A in designated wildland-urban interface areas when a covering is applied in alteration, repair or replacement, when a new structure is built, or when more than half the roof area is replaced within a year. In the backcountry and the canyon-adjacent edges, that determines eligibility before anything else does. Verify the parcel’s designation with the local authority.

Permits, licensing, and what the proposal should say

The City of San Diego requires a building permit for roof covering renewal when structural framing, sheathing, decking, or support elements are being replaced, when new sheathing goes over existing skip sheathing, when a heavier covering is installed, or when the property is a designated historical resource or sits in a historic district. Like-for-like renewal without structural alteration on a single-family, duplex or townhouse property is exempt, as is damaged sheathing replacement up to 25 percent of the roof surface area. Those are City of San Diego rules. We could not verify the unincorporated county’s requirements from a primary source, and each incorporated city sets its own, so call the permit desk for the jurisdiction the structure sits in.

On licensing, Business and Professions Code Section 7048 exempts a single project only when the aggregate price for labor, materials and everything else is under $1,000, the work is casual or minor, and no building permit is required. Dividing a job to stay under the line doesn’t qualify. If the patio cover needs framing work, or the structure needs a permit, or the total clears $1,000, it’s licensed work. Verify any license through the CSLB license check.

A written proposal should name the specific product and manufacturer, the substrate and how it will be prepared, the edge and penetration details, the drainage plan, whether a permit is being pulled and by whom, and what happens if the deck turns out to be rotted underneath.
