Two bids land on the same low-slope roof, one for PVC and one for TPO, and the prices are close enough that the decision feels arbitrary. It isn’t. What sits on the roof, what vents through it, and how much of the county’s coastal sun it takes all point toward one of them, and the deciding factor is usually something a property manager already knows about the building.

What actually separates the two membranes

Both are single-ply thermoplastic sheets. Both come in white, both are typically installed over insulation on a flat or near-flat deck, and both get joined by hot-air welding rather than adhesive tape. That shared install method is why they look identical from the ground.

The chemistry is where they part. PVC is polyvinyl chloride, and it contains plasticizers that keep the sheet flexible. TPO is a thermoplastic polyolefin, a polypropylene-based sheet with no plasticizer package. That single difference drives most of what follows: PVC’s plasticizers are what give it its resistance to oils and greases, and they’re also the component that can migrate out of the sheet over a long service life. TPO has nothing to migrate, and its resistance profile is different as a result.

Neither is the better product in the abstract, and any roofer who says one always wins is selling rather than diagnosing. What’s true is that specific building conditions favor one clearly. Grease, chemicals, and what vents through your roof

This is the question that settles most PVC versus TPO decisions, and it’s the one that gets skipped.

If the building has commercial kitchen exhaust, PVC’s oil and grease resistance is the reason it’s the common specification on restaurants and food service. Grease-laden vapor lands downwind of a hood, sits on the membrane, and works on it continuously. Any restaurant in the Gaslamp, along Convoy Street, or in a strip center in Chula Vista or Escondido has that condition. So does a building with a rooftop fryer exhaust it inherited from a previous tenant, which is a real situation in older multi-tenant retail.

Industrial exposure works the same way. Auto shops, plating operations, labs, and light manufacturing in Kearny Mesa, Miramar, or the Otay Mesa industrial corridor can put solvent or chemical vapor on a roof. Roof-mounted equipment leaking hydraulic fluid or lubricant does it in a smaller, more local way, usually right around a curb.

Where none of that exists, and the roof only sees sun, dust, foot traffic from HVAC service, and rain, the chemical-resistance argument loses its force. That describes most office, warehouse, church, medical, and apartment low-slope roofs in the county. On those buildings TPO’s case is that you’re paying for resistance to an exposure the building doesn’t have.

Manufacturer chemical-resistance tables exist for both membranes and list specific substances. If your building has an unusual exposure, ask for that table rather than a verbal reassurance. If it can’t be confirmed for your exposure, the honest answer is that it can’t, and the manufacturer’s technical department is who settles it.

Seams, welding, and installer skill

The seams are the roof. On both membranes, a welded seam is stronger than the sheet itself when it’s done right, and it’s the first failure point when it isn’t. That makes crew competence a bigger variable than the product line.

PVC and TPO weld at different temperatures and different machine speeds, and TPO formulations have shifted over the years, so a crew’s settings for one product don’t transfer to another. Ask two things: how long the specific crew has run the specific membrane, and how seams get tested. Probing a cooled seam with a hooked tool is the standard field check. On larger projects, an independent consultant doing seam sampling or air lance testing is a real option and it’s cheap relative to a premature failure.

Details matter as much as field seams. Pipe penetrations, curbs, drain flanges, and scupper transitions are hand-welded or done with prefabricated corners and boots, and that’s where a fast crew cuts corners you can’t see from the parking lot. Walk the roof with the roofer during and after the job, and photograph every penetration.

Coastal UV, heat, and California’s cool-roof rule

San Diego’s low-slope roofs sit under high UV load with mild temperatures, a combination that’s easy on thermal cycling and hard on polymers. Both membranes are formulated with UV stabilizers, and published lifespan claims for either one vary by manufacturer, thickness, and attachment method. This site won’t publish a lifespan figure for either, because no primary source supports a single number, and thickness is the lever you can actually pull: a thicker sheet gives more material above the reinforcing scrim before UV reaches it.

The code side is settled and worth knowing. California Title 24, Part 6 requires cool roofs for new construction and roof replacement on low-sloped roofs in climate zones 2, 4, and 6 through 15, and San Diego is climate zone 7, so the requirement applies. The thresholds are a minimum aged solar reflectance of 0.63 and a minimum thermal emittance of 0.75, or a minimum Solar Reflectance Index of 75. Note that compliance is measured on aged values, not the numbers on a new sheet. The Cool Roof Rating Council tests products both new and after three years of outdoor weathering. White PVC and white TPO products are both commonly rated for this, but the specific product has to carry the rating, so get the CRRC listing for what’s actually in the bid. Climate zone by address is verifiable through the California Energy Commission.

What drives the cost gap, and what to compare

PVC generally carries a higher material cost than TPO of the same thickness. We won’t put a per-square-foot figure on either, because no authoritative public source publishes regional single-ply pricing and the real drivers are building-specific. Those drivers are worth listing, since they explain why two bids on one roof can differ by a large margin:

Membrane thickness, usually 45, 60, or 80 mil. Attachment method, mechanically fastened versus fully adhered versus ballasted. Whether the existing roof is torn off or the new membrane goes over it. Insulation type and R-value, plus tapered insulation if drainage needs correcting. Number and complexity of penetrations. Parapet height and linear feet of perimeter detail. Access and staging on a tight site. Warranty term and whether it’s material-only or a manufacturer system warranty that includes labor.

Get every one of those itemized on both bids. A tear-off PVC bid against an overlay TPO bid isn’t a membrane comparison at all. Planning the job around tenants and operations

A membrane replacement over an occupied building is an operations problem as much as a roofing one. Both systems are installed cold, with hot-air welders rather than open-flame torches, which is one reason single-ply gets specified over occupied space in the first place. Adhesive-related odor is the variable to ask about: fully adhered assemblies use bonding adhesives that can carry into a building through rooftop air intakes, and mechanically fastened assemblies mostly avoid that. If you have a medical tenant, a restaurant dining room, or a school, raise it before the system is chosen, not after.

Sequence the rest of it in writing. Which sections come off on which days, what happens if rain lands mid-tear-off, where the crane or hoist stages, which parking gets closed, and how HVAC units get lifted and reset. Fastening work is loud and it transmits straight through a deck into the space below, so tenants deserve notice with real dates on it. In San Diego the honest scheduling advantage is that the dry window is long, so there’s rarely a reason to open a large roof section in the middle of a February storm track.
